A Study on Korean Social Services and Contracting-Out Mechanism

This study explains the institutional status of contracting-out mechanism in the Korean social service system. Previous studies have explained by the changes taken in administrative regulation during the 1980-90s as part of the world privatization movement. They argued that was how private sector service producers had dominated social service provision in Korea. This study shows those theories have serious flaws. They did not consider the power of institutional theory of historical path-dependence, which needs more usefully to explain or predict the path of contracting-out mechanism under the recent environmental changes. This study conceptually clarifies social service and contracting-out, constructs a conceptual framework for allocating data on the relationship between social service and contracting-out and explains the changing relationship using historial data. As the results of the study, implications are suggested for directing further research efforts especially with the forms of evaluational questions.
